The New Zealand Transport Agency (NZTA) has launched a new training programme for heavy vehicle certifiers. Called the Heavy Vehicle Specialist Certifier – Manufacturers (HVSC-M) programme, it will replace the previous course delivered by the Truck-Trailer Manufacturers Federation (TTMF).
The programme was developed in partnership with the TTMF and Engineering New Zealand and is designed for professionals responsible for certifying heavy vehicle builds and modifications in both in-house and external manufacturing operations.
Programme covers key certification requirements
According to NZTA, the programme was developed to improve capability across the sector while promoting a more consistent approach to heavy vehicle certification. The training includes nine self-paced online modules covering:
- the regulatory environment
- quality management systems
- engineering drawings
- welding engineering
- mechanical fasteners
- inspections
- load restraint and anchorages
- towing connections
- chassis requirements.
- There is also an optional 10th module focusing on log bolster attachments.
Flexible learning for new and existing certifiers
Those working towards becoming an HVSC-M can enrol in the Trainee Manufacturer Certifier programme, which combines the first nine modules and meets the agency’s assessment of eligibility requirements.
Current industry participants can also complete individual modules as refresher training or to build knowledge in specific areas. Meanwhile, people with an engineering degree or a Level 6 engineering diploma are encouraged to follow the separate HVSC–Engineering training pathway.
The courses are delivered through the HVSC training portal hosted by Engineering New Zealand and are designed to fit around existing work commitments.
NZTA said the programme would help support safe and compliant heavy vehicle construction while increasing confidence in the certification process.
