Malaysia is now requiring all commercial and heavy-duty vehicles to be equipped with a speed limit device (SLD). Implementation of this rule will begin 1 October 2025 for all heavy-duty vehicles registered after 1 January 2015. The implementation date for vehicles registered before that date occurs later, on 1 January 2026. 

An SLD is a device that limits the speed of a vehicle, in this case the limit set is 90 km/h. Included in this law are commercial vehicles that weigh beyond 3,500kg and passenger vehicles with more than 8 pax in capacity and weighing beyond 5,000kg.  

According to the transport minister, Anthony Loke, manufacturers around Malaysia are to set their “SLD configurations to only allow a maximum speed of 90 km/h.” In areas with higher speed limits, the device should still hinder the vehicle to 90 km/h maximum. Fleet owners and drivers will be able to monitor a vehicle’s data via telematics, i.e. device software and GPS. 

REQUIREMENTS

Manufacturers and producers are expected to provide this for their fleet of vehicles. The device can be installed by service facilities and workshops recognised by the government. For vehicles without an SLD system, devices will be retrofitted starting July 1, 2026. Installation will be verified and certified by Malaysian authorities. 

Furthermore, commercial vehicles over 3,500 kilograms must carry a valid SLD functionality certificate. This certificate is to aid in enforcement by Malaysia’s Road Transport Department or JPJ. Renewal of verification will occur every two years at motor vehicle inspection centres (PPKM) and the land public transport agency (APAD).  

Vehicles that do not comply will not be allowed to operate. “They will be charged according to the law, and the heaviest penalty (for failing inspection) would be revocation of the operator’s licence,” said Loke. 

According to Loke, the MOT will be in talks with industry leaders to discuss the matter further. He also revealed that bus fares may be changed to accommodate the costs that come with the new law.
